Work pass planning is now a schedule risk, not an admin task

Work pass filing used to sit at the back of the mobilisation plan, handled once a candidate accepted. That sequence no longer holds: quota positions, levy tiers and document verification cycles now take weeks that projects rarely have spare.

The fix is procedural rather than heroic. Confirm quota and levy exposure before offers are issued, prepare document sets in parallel with selection, and track each case against the start date it supports rather than against the date it was filed.

Treating immigration as a dependency inside the schedule, with visible status per person, converts a recurring surprise into a managed workstream.
